You can blame Mr Le Pew for that. He started the ball rolling a couple of years ago by mentioning a game to play while travelling in the car.

Looking at car reg. numbers you start with Number 1, then 2,3 and so on. Obviously when you get to 51 in the UK, it becomes easy until 68.
