Waste Fitting replacement

Just about to fit a new waste fitting to the kitchen sink in the Eriba, should this be a dry fit or is it a belt and braces thing with a smear of silicon perhaps?????

What does the old one look like? Is there any sign of sealant on it or just a washer?
