I've asked for more information. Dakar Rally? Dates don't match. Perhaps it's to defend against Senegal Pirates hence the Dazzle Camouflage?

Somebody on Facebook said it was Urban tank Camouflage just like the Cheaftain Tank he had in Berlin during the 80s.
